For comparison, as a stylist, I have to sharpen my shears every six months, so depending on care you could probably go for a long time without sharpening. Japanese steel keeps its edge the best, Hattori Hanzo and Kasho are awesome, I use Shark Fin because they were economical. BIFL shears would be in the hundreds of dollars range. Oster and Wahl are the best clippers go for a professional grade model like the Wahl Senior Professional or the Oster Classic 76. The mods are somewhat flexible with the rules as long as the OP explains in the comments.
